Development Strategy

1.     Business strategy

In the period of 2016-2020, pursuant to the evaluation of business environment, ACV has pointed out the outlooks and objectives to implement the business strategy as follow:

According to the socio-economic development strategy in the period of 2016-2020, the rapid and sustainable development will drive growth of aviation industry in particular and national economy in general.

Maintain profitable business operations, preserve and develop the equity. Implement of revenue optimization, diversification of services at airports, improve service quality at airports. Continue to investment in varied sectors, enhance the handling capacity of current airports and create synergy to investment Long Thanh International Airport. Until 2020, basically complete system of nationwide airport to ensure to fulfill 2 strategic tasks, namely social development and national defense.

Training to develop human resources who are qualified, professional, ethical, knowledgeable, competent to takeover, apply and operate new technologies.

2.     Strategy of market, products, and services

Establish marketing strategy, brand development, trade promotion; call carriers for opening new routes to Vietnam.

Complete the aeronautical services; study and improve, simplify procedures and operating process to improve service quality of airlines and passenger service.

Develop and expand the scale of production and business activities, expand the form and investment fields to call for investment from enterprises of all economic sectors, provide non-aeronautical services to increase the proportion of non-aero services revenue in the total revenue.

Continue to establish, complete the price policy to appropriate with investment expenses, service quality and meet market mechanism.

3.     Strategy of corporate management

Accelerate the application of information technology in the corporate management, especially the work of remote operating and monitoring in order to save costs, increase revenues to ensure profits for the enterprise.

Establish the decentralization regulations (decentralized investment, facilities procurement, financial management, etc.) towards decentralize branches to take the initiative in business activities and be responsible for operating manufacture and business activities, and financial management.

Enhance the training and education; develop human resources, in which concentrating improvement of human resources quality to keep up with the increasing integration demands of ACV to global aviation.

Establish the strategy of corporate management, financial management which are appropriate with socio-economic development and ensure profitability and efficiency in the use of funds. 

Strengthening governance of revenues, ensure business stability.

Strengthening mechanism of financial supervision, control – strictly manage projects, comply with the State provisions of on investment of capital construction.

4.     Investment strategy

Build an investment strategy appropriate with objectives, development planning of transport industry towards 2020 and orientation to 2030.

Continue to invest, synchronize current airports to meet the increasing needs of the aviation industry in the future and ensure safety and security for operations.

Especially ACV will concentrate all resources to build and develop the strategic airport - Long Thanh international airport to be a transfer and transit hub of passengers and cargos that is aimed at being competitive in the region and reducing the load for the Tan Son Nhat international airport.

5.     Capital strategy 

Efficient use of capital accumulated from business, take advantage of the preferential source of ODA loans, analysis and assessment of the due time to issue bonds and centralized management of stable cash flow, fast liquidity in business for investors to expand business operations through improve synchronously airports.

Strengthen oversight of project management, do not implement projects that are unnecessary, low-efficient to focus all resources for the projects, which are practical, effective or serve the requirements of business development and ensure aviation safety and security.

Put the investment into reasonable phases, reach high efficiency for business development and ensure security- safety.

6.     Strategy of technology

Enhancing the application of information technology, modern science and technology in the management and administration of operation and service supply. Encourage research of implementation and application of scientific and technical progress in and out the industry into the day-to-day work.

Expeditiously complete the program New  CNS / ATM according to the schedule of the entire aviation industry.

Establishing plans for the socialization of investment a number of aviation projects, civil aviation areas such as terminals, car parking and non-aeronautical services to call for inbound and outbound investments to enhance service quality and increase revenues.

7.     Strategy of human resources development

Establish strategy of human resources development by diversifying the forms, short-term and long-term training methods, domestic and overseas training and self-training. Establish the training center of ACV, which has sufficient facilities, teachers, etc. to meet the training requirements of human resources.

Labor forces are well re-organized to be suitable for working requirements and competences of staff management. The synchronous labor structure, reasonable number of laborers with high quality.

Focusing on planning of resource cadres for training, organizing. Cadre planning complies with standards, development orientation of each cadre and periodically re-evaluate the current cadres to ensure the quality of the cadre planning.

Public the recruitment regime by entrance exams, apprenticing based on the strict standards, fair for everyone. Prioritizing the use and development of internal human resources and implement incentive policy for staff working at the airports.
